Implementation of solar projects in Isles MP attends meeting chaired by MNRE Secretary

The Member of Parliament, A & N Islands, Shri Bishnu Pada Ray, Commissioner (Power), A & N Administration, Shri Sanjeev Khirwar and other Senior Officers of Power Ministry, Sr. Officers of MNRE, NTPC, NLC, REIL, PGCL & SECI attended the meeting chaired by Shri Anand Kumar, Secretary, MNRE,GOI on July 21, 2017 to discuss implementation of  Solar Power Projects in A & N Islands. Various decisions were taken unanimously during this meeting.    With regard to setting up of Energy Management Centre by Powergrid Corporation of India Ltd (PGCIL) in A & N Islands, it has been decided that A & N Administration would write formal letter to Ministry of Power for sanction of fund for EMC, either under PSDF or any other funds/Scheme. Since EMC is critical in A & N Islands, it was requested that the MP, A&N Islands will make a request to Ministry of Power for sanction of Fund for EMC by PGCIL.
    Similarly, with regard to Solar Power Projects with Battery Storage by NTPC(17MW Plus 8MW) in A & N Islands, it has been decided that the Administration would immediately write a formal letter to Ministry of Power for sanction funds for associated transmission system works for NTPC's(17 MW plus 8MW). It is also requested that the MP will make a similar request to Ministry of Power for sanction of Fund for transmission works for NTPC's Solar Projects.
Regarding Solar Power Projects with Battery Storage by NLC India Ltd.(10MW Plus 10MW) in A & N Islands, it has been decided that the NLC India Ltd may keep the O & M period as 25 years for the Battery Energy Storage System.
For Solar Power Projects by REIL in Neil & Havelock Islands, the REIL would work for upgrading/enhancing the existing KW level solar plants and the Administration has been requested to expedite for allocation of land to REIL for 1 MW solar plant.
Regarding Off- Grid Solar Projects by MNRE in A & N Islands, it has been decided that the proposal of the Administration for installation 20 Solar pumps and 500 Solar Street lights shall be processed in next 15 days.
In the Grid Connected Solar PV Rooftop Projects in A & N Islands, out of 3 MW sanction capacity, 1 MW has been commissioned by SECL and remaining 2 MW, the NRSE Division of Electricity Department has taken the initiative and released Rs:52,50 lakhs out of sanction amount of Rs:15.344 Crores.
In the RE Projects of  renewal energy/ new clean energy like wind, biomass, wave energy etc. in A & N Islands, it has been decided that as soon as study report is received  from the Shakti Sustainable Energy Foundation and TERI, the action will be taken in the matter.
The Member of Parliament, A&N Islands, Shri B.P.Ray, during the meeting,  requested for sanction of 1000 to 1500 solar home lights system each for encroachers of forest area and rural area under 90% subsidy by MNRE.
He requested for expediting the Solar Power Projects in A & N Islands by NTPC, NLC, REIL and EMC by Power Grid.
The MP suggested for expediting the Projects of 8 MW plant by NLC at Fultala, 17 MW plant by NLC at Kishori Nagar, 5 MW floating solar plant at Kalpong and 3 MW  plant by REIL at Hutbay.
He suggested to expedite RE Technologies like wave energy, bio mass and wind energy and urged for improvement of power situation in A&N Islands.
The MP further requested to make necessary arrangement for functioning of KW level old solar power plant installed by BHEL with support of MNRE.
He also urged for exploring the possibilities for installation of solar panels on tin roofs/roof not having enough load bearing capacity.
The MP also suggested for utilization of vacant Panchayat land/ Grazing land etc at Ferrargunj, Betapur, Diglipur, Madhupur, Sitanagar, HutBay etc, for setting up of solar power plants/renewal energy power plant, a communication from MP Bhavan said here today.
