Pradhan Mantri Matsya Sampada Yojana- flagship scheme for focused & sustainable development of fisheries sector

    The Govt. of India, Ministry of Fisheries, Animal Husbandry & Dairying has launched the flagship scheme 'Pradhan Mantri Matsya Sampada Yojana (PMMSY)' to address critical gaps in fish production and productivity, quality, technology, traceability, post harvest infrastructure and management. PMMSY also envisages creation of a conducive environment for private sector participation, development of entrepreneurship, promotion of ease of doing business, innovations and innovative projects including startups, incubators etc in fisheries sector. Accordingly, the Government of India, Ministry of Fisheries has formulated detailed guidelines on entrepreneur model in fisheries and aquaculture. The objective of entrepreneurship model are to attract private investment, foster linkages among producers, aggregators, processors and exporters, generate sustainable employment and livelihood of opportunities besides creation of ecosystem for growth of entrepreneurship in fisheries and aquaculture.
    The beneficiaries eligible under entrepreneurship model are individual, entrepreneurs and private firms; fishers, fish farmers, fish workers and fish vendors and Self Help Groups (SHGs)/ Fisher Cooperatives/Joint Liability Group/Fish Farmer Producer Organizations (FFPOs) / Companies.
   The broad requirements of the scheme are applicants/beneficiaries should possess own land with clear title free from all encumbrances for the implementation of the projects; the applicant shall have necessary clearance/permission etc from concerned local authorities wherever applicable as per project requirements; the applicant should not have availed similar assistance/subsidy for any activity under entrepreneurs model or from any Government schemes or Government agency and assets created out of the assistance provided shall not be disposed off in any form by way of sale, gift, transfer and lease for a period of ten years from the date of sanction of project.
   The funding pattern shall be upto 25% of the total project cost for General Category with a ceiling of Rs. 1.25 crores per project or upto 30% for SC/ST/Women with a ceiling of Rs. 1.50 crores per project; bank loan shall be upto 65% of the project cost for General Category and upto 60% of the project cost in case of SC/ST/Women; beneficiary contribution shall be minimum 10% of the project cost. Beneficiary may contribute higher margin money in lieu of loan which in any case shall not exceed 40% of the total project cost and the Government assistance shall be released in three installments to the beneficiaries loan account as mile stone link backhanded subsidy in the ratio of 50:30 as per guidelines laid down by the Ministry.
    The integration and packing of activities into entrepreneurship model is left to the applicant and some of the suggested entrepreneurship model are:  
¨ Development of aquaculture Construction of pond with necessary electricity, water supply facilities, development of hatcheries for seed production, feed mill, quality testing labs, fish storage/preservation facilities (ice plant/cold storages), pre-processing facilities, fish transport facilities.
¨ Integrated fish farm: Establishment of RAS, Bio-floc, hatchery for seed requirement, feed mill, ice plant, cold storage, testing labs, fish transport facilities (insulated/refrigerated vehicles), kiosks etc.
¨ Cage cultivation: Establishment of cages, brood bank, feed mill, hatchery for seed, feed mill, disease management lab, value addition, branding and marketing etc.
¨ Seaweed Cultivation processing and marketing.
¨ Recreational fisheries with backward and forward integration/linkages.
¨ Promotion of domestic marketing of finfish, shell fish in rural and urban areas.
¨ Creation of post harvest infrastructure including cold chain and marketing.
¨ Any other model within the scope of PMMSY.
